The Anne Loucks Chapter, NSDAR, has had a rich history since the chapter was formed November 18, 1927, by Emma Kester Wilcox. The chapter was named for a granddaughter of an American Revolutionary War soldier. Anne Loucks was a pioneer settler in Pacheco in 1851, where her husband became a leading merchant. Their daughter, Annie, was twice regent of the chapter. Their son's granddaughter, Mary Loucks Olsen, was a member until her death in early 2007. Members from the San Joaquin Chapter, NSDAR, in Pittsburg, California, merged with Anne Loucks Chapter, NSDAR, members on October 10, 1998. Members from the Edmund Randolph Chapter, NSDAR, in Richmond, California, merged with Anne Loucks Chapter, NSDAR, members on July 2, 2002.

Most members of the Anne Loucks Chapter, NSDAR, are from the Diablo and San Ramon Valley areas of Contra Costa County, but local residency is not a requirement for membership in any chapter. There are other chapters found throughout the state.
